Unacceptable Covid safety towards customers

Every day owner of shop cuts hair without wearing or requiring customers to wear a mask. She says Inyo's Covid rules do not apply to her. She does not display a Mask Required sign at the entrance of her shop. This is a very unsafe establishment. Her attitude is openly defiant.
